The World's First Self-driving System Regulations Have Been Released

The UN global technical regulation for autonomous driving systems (ADS GTR), jointly led by China, the EU, the UK, the US, Canada and Japan, has been officially approved and released after a vote by all parties.
The UN Economic Commission for Europe said the regulation will come into effect in about a month.

Previously, there was no complete and unified set of regulations and standards for autonomous driving technology globally or in major countries and regions, with each country mainly developing and applying based on their own experience. The newly released ADS GTR clarifies the core technical indicators for autonomous driving system products, while also putting forward requirements for manufacturers such as safety management processes, product safety records, full-process testing and validation systems, and vehicle safety after deployment, and it specifies the corresponding review and evaluation methods, creating a regulatory framework that covers the entire product lifecycle.

The regulation requires autonomous driving systems to meet five key features: 1. Safety management system – Companies must establish an audited safety management process that covers the entire lifecycle. 2. Reliable testing requirements – The testing environment, including virtual toolchains, must meet strict reliability standards. 3. Safety argument – Companies must provide structured evidence to prove that their autonomous driving systems do not pose unreasonable safety risks. 4. Monitoring reports during use – Companies must continuously monitor autonomous driving systems and supervise and report on their actual safety during use. 5. Autonomous driving data storage system – Vehicles must record safety-related autonomous driving data. The regulation requires that the performance of autonomous driving systems (ADS) must meet or exceed the level of a competent human driver, and manufacturers must prove to safety regulators through simulation, track testing, and real road trials that their design is robust, validated, and compliant with traffic rules.
